This picture I took of is Andy. Every time you come up on the road he starts to bark like crazy at you until he gets bored of it. His owners say his bark is worse than his bite, but they still have a chain on him, so that means he's probably mean.

It seems Andy needs attention....
He's probably unsocialized. Dogs should not spend their lives chained up. It literally drives them crazy not to have social interaction with members of their pack...human or canine..or feline for that matter.
